In Winnipeg Canada an audit slammed the city of Winnipeg City Vehicle Agency. It seems that the “Winnipeg Fleet Management System” spent almost 2 $ million on a software system that has not even now been fully implemented, sends to many staff on out of town conferences and in the end needs to be monitored more closely by City of Winnipeg departments. This all according to a “scathing” performance audit delivered to city of Winnipeg politicians.
But interestingly – we are responsible blah blah blah , the former head of the agency itself , claims that the auditors do not understand “fleet management” by any means or manner or even what the Winnipeg’s special operating agencies are supposed to do.
It seems that the “Winnipeg City Vehicle Agency” spent nearly two million on “Information Technology Consultants” without following through in any manner or means on their recommendations. Note that this figure fully includes $ 476,000 spent on a fleet management system that unbelievably the agency ? now may now longer need – so the auditors evaluate.
In addition the auditors note that the agency gives incomplete performance information to the City of Winnipeg management itself, does not calculate repair rates , fuel charges and vehicle maintenance costs properly and needs to review staffing practices that result in overall and specific above average training costs
For example in the year of 2008, the agency spent an average of about $ 1,387 to train each of its employees while other city departments maintained a value of $ 300 a year cost. It seems that a big component in this figure was a decision (?) to send 14 agency staff to the same training conference.
Seems to have been a highly effective decision by highly paid upper management
In most cases this would be considered sheer ineptitude . In government it calls for larger departments and effectively rewards poor if not terrible performance
