Along the way – or the road down the path , the auditors came to the conclusion that the Winnipeg “Fleet Management Agency”  – one of the four “Special” operations operating agencies that are supposed to run like an independent business ( no  doubt with large bonuses allocated for performance and performance reviews), require more oversight from city departments.

The quote is ” although the Winnipeg Fleet Management Agency” was set up as a special operating agency in order to allow for greater autonomy on day to day decisions and decision making , it is evident that corporate depts such as IT information technology , human resources and finance need to play a greater role  with respect to oversight of WFMA actions.

Have I got this right – even more government bureaucrats , department and staff is the answer apparently.

In any other world it would be called simple theft.
